Ozone layer vs. Ultraviolet radiation

Frank Sherwood Rowland - the person who won a Nobel Prize due to its discovery about ozone depletion and the rays that cause cancer. On the first time his worked was viewed publicly, many of the industries using chlorofluorocarbon (cfc) did not believe him and laugh at him, and the worst considered him a bad scientist.
But after a a few more time of work and perseverance, Rowland’s thesis become one of the most influential paper. That day marked the hardship of Rowland and won the Nobel Prize.
Today, everyone especially in the western countries where skin cancer abounds. Before that, I would like reiterate that people with a finer skin melanin like those of Australian are more prone to skin cancer due to ultraviolet rays, but people with thick skin melanin like the nigger are of no or little chance for skin cancer.
I have watched a news on TV forecasting about the absolute stoppage of using chlorofluorocarbons, that accordingly, after 20 years from now, developed countries were no longer using CFC for their product. CFC are commonly used in manufacturing air conditions, refrigeration and more. But for the presently developing countries, the use of CFC could not be minimized due to some unavoidable circumstances.
It was also stated that Japan as the first country to develop another material and a replacement of the CFC, but the problem lies on the third world countries. Their capability to control the production and used of CFC could be stop. But the according the Japan, these countries will also come to minimize if not stop the use of CFC, only it will take a greater time compared to the developed countries.
